I downloaded new update (2013-12-16) but can NOT install it ..

You may already have an instance of PI still running. I have found this to happen quite often under windows 7. Give it a ctrl>Alt>Del and kill the Pixinsight process

To be sure, reboot your system before installation. Dont forget to uninstall first.
