Well, DBE is certainly not the right tool to remove hotpixels. DBE is designed to model and remove smooth large-scale gradients. Background interpolation can't model sharp pixel-size features like hotpixels.
On the other hand, CosmeticCorrection script is tool tailored to remove hotpixels, so it's probably best choice (even better is tool replacement of this script published here
http://pixinsight.com/forum/index.php?topic=3483.0 by author Nikolay Volkov - but it's not part of official distribution).
ACNDR and GreycStoration could also help, but their purpose is general noise reduction, so they'd affect whole image, not just hotpixels.
