PI throws error does not start

Lo,

Last night I opened up Pixinsight on my Observatory PC to do some STF looks at some new acquisitions.  PI opened fine performed tasks and operations fine, I had the notice at the startup of new updates available, so like I always have I ticked it, they seemed to setup fine with the usual statement of PI will install on restart (or whatever the exact wording is).  When I tried to start PI again I got this error: (LoadLibrary failed with error 87: The Parameter is incorrect) and no PI.  this happened a couple of times so I did an uninstall of PI through the PI uninstall utility, downloaded the latest PI version from the repositories and reinstalled it.  Again upon attempting to open PI I once again received the same (LoadLibrary failed with error 87: The Parameter is incorrect) error notification and no PI.

What gives, any Ideals??!  64bit system on Windows 10 Pro Version 1909 (OS Build 18363.476) AMD 1090T Black, 32Gb DDR3 RAM

This problem has not been caused by PixInsight. Check the following article on Autodesk Knowledge Network for a similar problem and possible solutions:
