Button Titles Do Not Show When Rest Mouse Upon It

Hi...
Have an issue where I rest the mouse over a button in PI 1.5 on Vista, and no title for the button appears.  Is there a setting somewhere that needs reset?  Is there a registry setting?

Can someone please help with this?

I use Vista, and I see the help "bubbles" showing up after some moments. So it is not a general Vista problem.

Never mind... I went ahead and uninstalled it and then reinstalled.  Went looking around to make sure it was out of the registry and gone from the file system.  Once I reinstalled, I noticed it brought back the toolbar settings I previously had (had done a reboot for this process in case anyone asks).  Where are some of the extra files or extra reg settings that are not taken totally out when you uninstall PI?  The reason I am asking this secondary question is that, when I do a re-install, I like to make sure I start with as "virgin" a system as possible in regards to the application I am redoing.
