Hi,

When using PCC and ditheringx2 you need to either half  "Pixel Size" or double the "Focal Length".
If using a 0.7 focal reducer, would these setting need to be adjusted?

Yes.  Probably easiest to multiply the native focal length by 0.7.  Whether you adjust the focal length or pixel size doesn't really matter.  What plate solving needs is to be able to calculate a roughly accurate image scale.
