Save As Keyboard Short Cut not working

When I try to use the Keyboard Shortcut for "Save As" (W 7 64), that is Ctrl/Shift/S, instead of the dialog I get this weird
red L shaped thing. Selecting from the menu works normally.

Not sure how that is happeing. I just tried on my Windows 7 machine and had no issue.

This cannot be reproduced on any of our testing machines.
