PMCC - Select Astronomical Database Image Parameter Server by Region

Assign alternate Astronomical Database Image Parameter servers.  Let us select / pick the server by region.  Having one assigned server (Simbad) creates a single point of failure.

This is now implemented in the new version 1.4.2 of the ColorCalibration module, which I have just released as an automatic update.

Among other improvements, the Online Coordinate Search dialog allows now to select a SIMBAD database server. Currently the master SIMBAD service in France (CDS Strasbourg) and its mirror site in the USA (CFA Harvard) can be selected. This selection is stored in global settings and restored by each new instance of the online search dialog.

Hopefully this will solve future issues when one of these servers has connectivity problems.
