Unable to get past this error while installing 1.8.8

Windows 10, Was running 1.8.6.1457.
I get the following error.

Error getting file security:
C:\ProgramData\Microsoft\Windows\ GetLastError: 8

I tried uninstalling the old version and now get the same error message doing that as well.
Also tried running as Administrator.
Any ideas?

This is a machine-specific issue that cannot be reproduced under normal working conditions. Check your operating system configuration, or request operating system specific support.

I suspected it was my computer, just hoped that if someone else had the same issue they would share the solution.
