Error Message When Installing Updates

I get the following error when I try to install updates after a new install of PI.  Any suggestions on repairing this?  Let me know if more info is needed.  It is a Win10 64 bit laptop.

Hi, which error message do you have ?

I have also a problem with the update of the microsoft universal C runtime library version 10.0.10586.212.

I shutdown the antivirus, but nothing happened, each time this is the same error message which concerns a win32 error and specifically the update of the runtime library.
