This is a very simple problem

Just ordered a desk top P/C exclusively for Pixinsight. Now I don't want this new computer ever to be connected to the internet. The question is how do I get Pixinsight on it and furthermore how do I get the updates of Pixinsight on it

Getting PI seems simple enough. Download the .exe file onto a different computer and transfer it to you clean computer with a USB thumb drive.  You'll also need to copy your license file onto your clean computer.

Getting updates--- I have no idea how to do this.

It seems you are making life unnecessarily difficult for yourself. You may have your reasons for doing this but if you just took your machine off airplane mode to download and install PI and then occasionally reconnected it before starting PI to get its updates you'd be much happier.

For the upgrades, you may download them on another installation, and then replace the files that were changed in the other one.
