how do I Mix HA into a galaxy

I am looking for a process to blend the HA into a galaxy.  Would be be a blend of red say 70% and blue (say 10%)  I know how to do that in PS, but looking for PI way

There are many techniques. Search the forum and you will find them.

But take a look at the Utilities->NBRGBCombination script.

pretty cool, little on the pink side but that can be fixed.

Dean, Since I know you are a client, refer to my explanation of one of Vicent's methods in PI-20 Narrowband-6 of the IP4AP PixInsight Part-3 tutorials. While the illustration there features a nebula, I think it is very adaptable for your scenario as well.
