Scratch Disks Questions

Back a few versions ago I had my system set to use a scratch disk and now I can't find that setup or message that I believe Juan had answered about increasing the computer performance. My processing rig is an i7 2600K CPU @3.40 GHz, 16 GBs RAM, 256 GB SSD, and a 640GB hard drive that will be used as a scratch drive with 472 GBs free. I'd really like to get this rig setup for optimal performance and would appreciate any assistance.

actually I did find the location to do this under Global Preferences and Directories and Network. I guess I was looking too fast. Is there any reason the Global preferences aren't being carried over between versions? Actually I guess it had something to do with having to uninstall previous versions before installing this one, is that correct? Maybe that's why my performance was slower.
