Where do I download the SDK?

When I first downloaded PI many months ago the SDK packages were available for download next to the application packages.  However, when I go to the software distribution page now I only see application packages.  Where do I find the C++ SDK?

Please note that the libraries paths are changed. You'll have to update the environmental variables.
