This seems like a BugReport, but i am not entirely sure if there is something else wrong.

PhotometricColorCalibration is failing, the Image was already plate solved with ImageSolver but PhotoMetricColorCalibration fails with an error. It looks like the CSV file it is expecting to find stars in is empty.

Turning on ForcePlate Solving still is able to plate solve the image, but the same error "Could not locate stars" occurs.

PCC has two phases, astrometry and aperture photometry. Your failure is occurring in the second phase. Try setting the limit magnitude to higher value.

Thank you, that did work. Interesting, not really sure i understand why. But, this was a 4 panel mosaic and i had run PCC on all 4 panels prior to the merge and was running PCC on the Merged Mosaic which is when it started failing.
