Small bug in file drag/drop

Windows 10, latest PixInsight

Dragging a file with a '#' character in the file name onto a running instance of PixInsight fails with a message indicating that the '#' has been converted to the string '%23'. Seems to be an encoding/decoding issue. File:Open... works
